The best part ... Miley didn't even turn in her old car ... a bodyguard drove it back to her pad so she could joyride in her new toy.

Eyewitnesses have been giving their accounts of the chaos following the bomb explosion near government buildings in the Norwegian capital Oslo.

Ingunn Andersen, a journalist with Norwegian public radio NRK, described the scene shortly after the blast: "Some people covered with blood are lying in the street.

"There is glass everywhere. It is total chaos. The windows of the all the surrounding buildings have been blown out."

"The political centre of Oslo just exploded," wrote one Twitter user in the city, finansakrobat, who said he had narrowly missed being at the scene of the blast.

"I should have been standing in front of the blast. Just chance that I was late. I should be dead."

'Fearing the worst'

Siv Hartvigsen, who was visiting the city on holiday, said she had fled from the danger as soon as she could.

Eyewitness: "Police are beginning to seal off streets"

"We were shopping at Eger Torget which is just above the Stortinget [Norway's parliament], and we just heard a big bang," she told the BBC.

"The whole building was shaking big time. We could see the hairdressers on the second floor of the building next door.

"Its windows were blown out as we watched it and then the fire alarm went and we had to run outside.

"There were people running all over the place and the only safe thing I could think of was to run away as far as possible."

Eric Wikstrom told the BBC he had been working near the scene of the blast.

"I saw some people injured outside - I took a photo of a shoe that had blood on it, and wondered what had happened to its owner," he said.

"I feel shaky - it's surreal. Norwegians have never experienced anything like this before. We've heard it happen in the US and in Britain, but not here. I feel sick.

"People have been trying to phone friends and family to find out if they are OK. But the phones have been down, so I'm still not sure if everyone I know is OK."

Ole Tommy Pedersen, who was standing at a bus stop about 100m (yds) from the blast scene, said he had seen almost all the windows in a 20-storey government building shatter, with smoke billowing from the bottom floors.

"I saw three or four injured people being carried out of the building a few minutes later," he told the Associated Press news agency.

Hearing a blast "like thunder" from about a mile away, British resident Ben McPherson immediately assumed it was a terrorist attack.

Kris Humphries is ready to play ball.

With the NBA lockout finally over - it lasted longer than his marriage to Kim Kardashian... but so do some dentist appointments - the free agent power forward spoke to Good Morning America today and said he was excited to focus on his professional life.

"I'm just focused on family and preparing for basketball," Kris said. "For me, it's just, certain things happen in life and you've got to move forward. I'm excited to be where I'm at right now, with the NBA season coming up."

What about the annulment filing? The back and forth in the press? The fact that Kim may soon be back with Reggie Bush?

"The only things I really watch on TV of myself is playing basketball. I've never been someone to really watch the show on TV or anything like that," Humphries said. "I don't really play into all the gossip."

No. He just profits from it.

No wonder Charlie Sheen wanted to make nice with Warner Bros. at the Emmy Awards last night. The actor is about to settle with the company for a mammoth amount of money.

Charlie Sheen can afford to laugh over his numerous personal problems. Literally!

Sources tell TMZ that Sheen will receive $25 million in two weeks due to work he's already put in on Two and a Half Men and the profit that work has earned.

Moreover, having already filmed 180 episodes of the sitcom, Sheen will end up with about $100 million over the next decade or so because of syndication deals in place. No wonder the guy has thought he's been "winning" this whole time.

Former MLB star Lenny Dykstra was just formally charged with multiple felonies this afternoon. We're talking 23 felony offenses for those keeping score.

The L.A. County D.A. is accusing Dykstra of auto theft, identity theft, filing false financial statements, possession of cocaine and Ecstasy, and so on.

The D.A. says police found coke, Ecstasy, as well as Somatropin - a synthetic human growth hormone - in the former ballplayer's home April 14.

Law enforcement sources report that it was a small amount of coke and Ecstasy for "personal use," not distribution. Phew, he's totally off the hook!

Charlie Sheen bailed him out after he was arrested following the search of his home. The Warlock may get another change to help out his friend.

Dykstra's accountant and a friend were also charged. All are set to be arraigned today, with the D.A. asking for bail set at $500,000 for each party.

If found guilty of all charges ... Dykstra faces up to 12 years in state prison. Oh, and he's ALSO under indictment for federal bankruptcy fraud.

That's from an entirely different, federal case. Just FYI.

"They looked super couple-y," an insider told Us about the actress and New York Yankees slugger. "Cameron was holding his hand and kept nuzzling him."

Friends say the reconciliation shouldn't come as a surprise.

CAMROD: Are Rodriguez and Diaz back together?

"They break up and get back together all the time," notes a source close to Diaz and A-Rod, who parted ways in October because "they needed some space."

Maybe they got too much space and couldn't resist each other?

While the actress was recently linked with Glee star Matthew Morrison - the two hung out at L.A. lounge Bardot - that fling has since sizzled, so stay tuned!

I Suck at Dating! After a summer split with Jason Wahler and a brief relationship with Brody Jenner, Lauren Conrad says she's unattached. And happy about that.

Conrad, 20, hosted a barbecue for Maci, a 13-year-old girl with autoimmune hepatitis who'd flown to California from Port Saint Lucie, Fl., via the Make-a-Wish Foundation to meet the star at her parents' Laguna Beach home.

In an interview with People, Lauren Conrad confided that she's bad at dating.

"You know, I haven't really liked anyone since Jason," she said. "I'm a bad dater. I'm the most socially awkward person, like carrying on conversations and stuff... I don't want to date anyone right now anyway, so it doesn't really matter."

She and Brody Jenner were never serious, she said.

"He's a cool guy. We hung out a couple of times. But I went into it telling him â€" I was like, 'I don't want to date you,'" Conrad said. "Oh, he doesn't want a girlfriend either!"

More difficult, Conrad said, was her split with Wahler, which sources have attributed in part to Wahler's ~~lack of brains~~ ~~asshole behavior~~ heavy partying.

"Obviously, when you care about someone, you don't want to see them going down that (self-destructive) road. You want to care about them, you want to help them, but then you have to realize it's not your responsibility. So it's easier for me to step back and not know about and not hear about it."

Thankfully, it's not all about boyfriend drama for the star of The Hills. Besides the barbecue, Conrad took Maci for some impromptu boutique shopping in Laguna.

Maci said Laguna Beach was her favorite show.

"I liked Lauren the best, so I picked her," she said.

Maci said it was nerve-racking to meet the arch enemy of Kristin Cavallari, but that she was quickly made to feel at home by Lauren.

No word on whether Breanna Conrad was there.

"I asked her about her and Jason and she told me everything," Maci said. "I wasn't sure what she was going to be like, but she's real nice."

Conrad said she was just as thrilled about the visit.

"This is the most amazing thing to be able to do."

Donald Trump is playing the "I Told You So" card with Rosie O'Donnell ... reminding everyone he dubbed her a complete failure years before Oprah cancelled her show.

Trump went on Twitter this morning and wrote, "Rosie O'Donnell has failed again. Her ratings were abysmal and Oprah cancelled her on Friday night."

He added: "When will media executives learn that Rosie just hasn't got it. "

Of course, Trump has been bashing Rosie for years ... claiming she was a "pig" and a "loser" after she called him a "snake-oil salesman."

As for Rosie ... we're told her opinion of the staff was clear -- The writers couldn't write, the producers couldn't produce, the stage manager couldn't manage, and the director couldn't direct.

Mind you, most of these people were seasoned vets who worked on that little show called "Oprah."

We're told Rosie's tantrums were predictable and regular. The one word several high level staffers used to describe R.O. is "bully."

Our sources connected with the show tell us the staff hated Ro ... and the consensus is it was the worst experience they ever had on TV.

First Rosie ... now TMZ has learned roughly 30 people got the chop at the Oprah Winfrey Network today ... including 2 high level execs.

Sources connected to OWN tell us ... people from at least 3 departments were let go ... including the creative services dept., integrated marketing and promo scheduling.

We're told one of the casualties was the head of the Creative Services Department. Another was the Senior Vice President of Production.

One source tells us the group included people with years of experience in the industry as well as newcomers.

The timing is interesting ... considering O just cancelled Rosie O'Donnell's show. OWN has been struggling with low ratings since its launch.

One source tells us, "It's like a ghost town over there."

We're told, "They did the firings respectfully ... brought everyone into an office individually and explained the situation face to face."

Calls to OWN have not been returned.
